This certificate applies systems engineering principles to housing affordability and displacement challenges. Participants analyze housing markets, land-use policy, infrastructure capacity, financing structures, and governance constraints as interconnected systems influencing housing outcomes. The program integrates causal analysis, policy modeling, tradeoff evaluation, and performance measurement frameworks. Emphasis is placed on identifying structural leverage points that improve affordability while maintaining urban resilience and infrastructure capacity. Graduates gain the ability to structure evidence-based housing strategies that align planning, financing, regulation, and infrastructure investment within coherent, systems-oriented urban development frameworks. Core Learning Outcomes Upon successful completion, participants will be able to: • Analyze housing supply-demand systems using structured models. • Integrate land use, infrastructure, and financing constraints. • Assess displacement risk and equity impacts. • Develop cross-sector housing system strategies. • Produce implementable affordability intervention frameworks.
